LOCATION: Montgomery County Highway Department

SUMMARY: This position will provide engineering support, design, plan, and review projects and designs to ensure that projects are designed and constructed to the requirements of Montgomery County Highway Department.

STARTING SALARY: $75,611.00 (Annually) **Montgomery County Government adopted the State of Tennessee’s Hybrid Retirement Plan to be effective January 1, 2017. Any new full-time employee hired on or after January 1, 2017 will be required to enroll. As a member of the Hybrid Plan, you are required to contribute at least 5% of your salary to the defined benefit portion of the Hybrid Plan. Contributions are made on a taxdeferred basis.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

•Plans, organizes, and directs activities concerned with construction of roads, bridges, or structures.

•Serves as project liaison, which includes conducting meetings, communications, and documentation.

•Work with architects, other engineers, and construction personnel to bring their specialized talents together to work on Montgomery County Highway Department planning projects.

•Assists with negotiating contracts, leases, work agreements, and documents. Helps manages contracts, including review and approval of deliverables and invoices.

•Maintains schedules and budgets, including review of all change orders prior to work being done.

•Reviews, releases, and coordinates construction bids.

•Analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to plan projects.

•Inspects and reviews repair projects and reports to ensure work conforms to specifications.

•Studies job specifications to plan and approve construction of projects.

•Compute load and grade requirements, water flow rates, and material stress factors to determine design specifications.

•Inspect project sites to monitor progress and ensure conformance to design specifications and safety standards.

•Direct construction, operations, and maintenance activities at project site.

•Estimate quantities and cost of materials, equipment, or labor to determine project feasibility.

•Prepare or present public reports, such as bid proposals, environmental impact statements, work progress, costs and scheduling, and property and right-of-way descriptions.

•Provide technical advice regarding design, construction, or structural repairs.

•Conduct studies of environmental conditions to identify engineering problems and assess the potential impact of projects.

•Coordinates all work with public utilities, parking authority, traffic, streets, etc.

•Investigates any reports of damage or safety violations; notifies Highway Superintendent to ensure proper procedures are being followed.

•Acts as a master planning for the Montgomery County Highway Department.

•Proficient in engineering software, or manipulate existing CAD drawings for purposes of expansions or modifications.


Bachelor's degree (B.S.) in Civil Engineering from an accredited four-year college or university with a minimum of seven (7) years of civil engineering experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties.


This position requires effective oral and written communication skills, excellent interpersonal skills, and intermediate computer literacy. The incumbent must be detail oriented; have the ability to work within tight deadlines, prioritize and manage multiple assignments simultaneously; be highly motivated and able to work independently; proficient in creating project budgets; and have the ability to discuss a variety of departmental projects and concepts focusing on improved governmental services.


Tennessee Professional Engineering License. Valid Tennessee Driver’s License required.


While performing the duties of this job, the incumbent is regularly required to sit and talk or hear. The incumbent frequently is required to use hands to finger, handle, or feel; reach with hands and arms. The incumbent is occasionally required to stand, walk, stoop, kneel, crouch, crawl and climb or balance. The incumbent must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.


While performing the duties of this job, the incumbent is frequently exposed to outside weather conditions. The noise level in the work environment is usually moderate.
