SUMMARY:

This position is responsible for performing supervisory, administrative, and professional duties involved in overseeing day-to-day operation and long-range goals of Montgomery County park services and programming.

SALARY: $50025.00 per year (Exempt)

**Montgomery County Government adopted the State of Tennessee’s Hybrid Retirement Plan to be effective January 1, 2017. Any new full-time employee hired on or after January 1, 2017 will be required to enroll. As a member of the Hybrid Plan, you are required to contribute at least 5% of your salary to the defined benefit portion of the Hybrid Plan. Contributions are made on a tax-deferred basis.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties as assigned.

  • Function as a team manager, providing guidance to the parks service division crew chief, parks programmers, and other support staff.
  • Inspect work environment and project sites to monitor quality control, ensuring proper safety procedures are being used while performing job duties
  • Establish and fulfill the mission of and supervise the Nature Center
  • Oversee and coordinate exhibit design, research, construction and conservation
  • Develop and supervise volunteer programs for the department
  • Develop and facilitate environmental education curricula corresponding with local schools’ standards.
  • Establish operating policies and procedures for the Nature Center.
  • Plan and carry out workshops, in-services, and trainings for volunteers and community members.
  • Research and write grants for Nature Center as well as other Parks initiatives.
  • Oversee and manage all active parks grant projects.
  • Develop and maintain cooperative working relationships with national, state, and local agencies.
  • Demonstrate leadership in providing consistent and quality programs by hiring, training, supervising and evaluating full-time and part-time staff and contractual instructors.
  • Maintain quality program content and participant safety by coordinating specific program offerings with professional staff
  • Monitor program success by collecting/analyzing data and preparing reports
  • Provide exceptional public relations with a customer focus by responding to all inquiries related to program offerings, notifying class participants and instructors of cancellations and processing refunds in a timely manner
  • Develop, allocate, and monitor program budgets
  • Establish strategies and work plans to address goals and objectives
  • Purchase supplies and equipment
  • Maximize public awareness of recreation programs and facilities by working alongside office and administrative team to plan and implement a comprehensive and consistent marketing and promotions plan.
  • Generate advertising and sponsorship opportunities for recreation programs.
  • Researches, evaluates and reports on programming trends within areas of responsibility
  • Plan and organize classes, activities and special events by conducting periodic needs assessments and yearly trends analysis.
  • Oversee playground safety compliance according to ASTM and CPSC standards under NRPA’s Certified Playground Safety Inspector (CPSI) guidelines by maintaining a CPSI certification
  • Maintain all records of playground inspections, maintenance, and compliance for department
  • Coordinate with school officials and local youth organizations regarding program scheduling, field trip opportunities, collaborative efforts, and related matters
  • Ensure all programs meet state or federal regulations and are safe and appropriate for all
  • Provide reasonable accommodations for those with special needs
  • Undertake special projects and assignments as directed

SUPERVISORY RESPONSIBILITIES

This position is responsible for supervision of non-exempt employee(s) and volunteers.

EDUCATION and/or EXPERIENCE

A Bachelor’s degree in recreation, education, public service, human & family services or related field with course work in marketing, public relations, early childhood education and/or consumer science preferred. An equivalent combination of education and/or experience may substitute for education requirement on a year-for-year basis. Two (2) years’ experience in relevant area of recreation required, with emphasis on school-age programming preferred. Proficient level of experience working in Microsoft Office (Word, Excel, Publisher and Outlook) required. Minimum of two (2) years of supervisory experience required.

 SPECIAL KNOWLEDGE and SKILLS

  • Ability to acquire a CPSI certification and acquire continuing education units in order to keep certification relevant and valid.
  • Experience with janitorial maintenance is preferred.
  • Understanding of subordinate job duties and ability to perform these job functions when needed
  • Ability to perform tasks requiring frequent and prolonged exposure to dust, fumes, chemicals, moving parts, noise, and/or extreme outdoor weather conditions or extreme variations of indoor temperatures.
  • Demonstrate knowledge of preventive maintenance programs for public use play structures and amenities.
  • Demonstrated ability to maintain proper attendance and punctuality standards.
  • Ability to procure grant funding in relation to Parks and Recreation.
  • Assist in award application submittals in relation to public facilities and play structures.
  • Demonstrated ability to lead work groups.
  • Valid Driver’s License
  • Ability to operate a personal computer.
  • Ability to climb heights up to fifteen feet.
  • Ability to carry heavy (20-50 pounds) or awkward objects.
  • Ability to stoop, bend, crawl, etc. over rough or slippery surfaces.

LANGUAGE SKILLS

Incumbent must possess the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Incumbent must possess the ability to write reports, business correspondence, and procedure manuals; effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Incumbent must possess the ability to work with mathematical concepts such as probability and statistical inference, and the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Incumbent must possess the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Incumbent must possess the ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Tennessee Driver’s License

Certified Playground Safety Inspector Certification (CPSI) acquired within first six months of employment

Tennessee Naturalist Certification acquired within first twenty-four months of employment

PHYSICAL DEMANDS

While performing the duties of this job, the incumbent is regularly required to sit and talk or hear.  The incumbent frequently is required to use hands to finger, handle, or feel; reach with hands and arms.  The incumbent is occasionally required to stand, walk, stoop, kneel, crouch, crawl and climb or balance.  The incumbent must occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, and ability to adjust focus.

WORK ENVIRONMENT 

While performing the duties of this job, the incumbent is regularly exposed to outside weather conditions.  The noise level in the work environment is usually moderate.
